Set in the floating city of Columbia, the game's antagonist Zachary Comstock rules as “Father Comstock,” a self-anointed prophet who stages elaborate religious tableaux of himself in the poses of Jesus, Moses, and Noah to legitimize a white-supremacist “Founders” movement built entirely around his own divinity. The game's central twist reveals that his prophetic status was invented from nothing.
