The True Eye cult returns under a new leader, but as a background faction rather than a set piece.
Dead Rising 4 carries the series' cult forward without dramatising it. True Eye is still operating, now under an unnamed Cult Leader who wears Sean Keanan's outfit — implying a succession from the first game's Father. What is missing is the staging: Dead Rising 4 replaced the psychopath system with a considerably smaller set of maniacs, and there is no equivalent of the first game's sacrifice scene, altar, or preaching. The religious material is inherited set dressing, which is what ambient records.
