The villains are ex-Covenant who rejected the religion. This is the thinnest entry in the series.
Halo Infinite is the mainline entry with the least religious content, and for a structural reason: its antagonists are apostates. The Banished are former Covenant species under Atriox who broke from the alliance and its faith, and they fight for conquest and grievance rather than for the Great Journey. The plot concerns Zeta Halo, the recovery of Cortana's remaining data, and the aftermath of her war with the Banished, which she lost. The Covenant's scriptural vocabulary survives in place names and faction history, which keeps this at ambient rather than at no concerns, but no doctrine is preached and no clergy appears.
